DEFINITION:   This position is responsible for the enforcement of state and local  laws.

REPORTS TO: This position is responsible for the enforcement of state and local laws.

Qualifications 

JOB REQUIREMENTS

  • Answers calls for services.

  • Responds appropriately to critical situations; applies proper police procedures.

  • Investigates crimes and accidents.

  • Prepares incident, accident, and arrest reports.

  • Processes crime scenes.

  • Serves arrest warrants and criminal summons.

  • Processes prisoners; takes fingerprints and photographs.

  • Conducts follow-up investigations on case assignments.

  • Serves subpoenas.

  • Works traffic details.

  • Attends and testifies in court.

  • Investigates narcotic and vice activities.

  • Writes and serves search warrants.

  • Inventories and calibrates patrol breath alcohol sensors; inventories Tasers, patrol cameras, and other equipment.

  • Participates in and organizes community-oriented policing activities.

  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.

  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

  • Possession of or ability to readily obtain a valid driver's license issued by the  State of North Carolina for the type of vehicle or equipment operated.

  • Ability to meet current requirements set forth by the North Carolina Training and Standards Commission.

  • Must possess a valid or current Basic Law Enforcement Training (B.L.E.T.) certificate. Candidates must provide documentation of (B.L.E.T.) certificate.

  • Must submit to and be able to successfully pass background, physical, and psychological screening.

  • No felony convictions ever. No serious misdemeanor convictions in the last 5 years.

  • No Domestic Violence convictions.

  • No DUI, DWI convictions in the last 5 years.

HOURS OF WORK:  Ability to work various shifts,  40 Hours per week; hours depend upon assignment.

KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENTS

  • Knowledge of relevant federal, state, and local laws and ordinances.

  • Knowledge of law enforcement vehicles, equipment, tools, and technology.

  • Knowledge of criminal investigation tools and techniques.

  • Knowledge of department policies and procedures.

  • Skill in the interpretation and application of federal, state, and local policies, codes, and laws.

  • Skill in analyzing problems and identifying solutions.

  • Skill in preparing clear and accurate reports.

  • Skill in establishing cooperative and productive working relationships.

  • Skill in performing mathematical calculations.

  • Skill in operating computers and other standard office equipment.

  • Skill in interpersonal relations.

  • Skill in oral and written communication.

SUPERVISORY CONTROLS:  The Police Sergeant assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES:  Guidelines include local, state, and federal laws; City ordinances; City administrative and personnel policies; Police Department General Orders; department policy memoranda; Police Department Rules of Conduct and Duty; and North Carolina Criminal Justice Education and Training Standards. These guidelines are generally clear and specific but may require some interpretation in application. 

COMPLEXITY:  The work consists of related law enforcement duties. Potentially life-threatening situations contribute to the complexity of the position.

SCOPE AND EFFECT:  The purpose of this position is to assist in the enforcement of local, state, and federal laws.  Success in this position contributes to the enforcement of local, state, and federal laws and to the effectiveness of department operations.

PERSONAL CONTACTS:  Contacts are typically with other City staff; court officials; representatives of other law enforcement agencies; crime victims; suspects, prisoners, and inmates; and members of the general public.

PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, resolve problems, provide services, and motivate and influence persons.

PHYSICAL DEMANDS:  The work is typically performed while sitting in a patrol car, at a desk or table or while intermittently sitting, standing, walking, running, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, and uses tools or equipment requiring a high degree of dexterity.

WORK ENVIRONMENT:  The work is typically performed in an office and outdoors. The employee may be exposed to potentially life-threatening situations. The work requires the use of specialized law enforcement protective devices.
